    You would see better performance using 800Mhz 4-4-4-12 settings than you would using 1066Mhz 7-7-7-24 settings. Generally I'd say leave it at 800MHz 4-4-4-12, or overclock the RAM but leave the timings at 4-4-4-12. If you really want 1066Mhz then 5-5-5-15 is the most you would want.

    I agree, that PSU will power a single 4870 just fine. To answer your original question, most games will play fine with just a single GPU. Far Cry 2 might be a different story though.
