The HDD enclosure isn't powered by the USB interface when it has an external power source, that's the reason I asked. Anyways, did you try it on another PC?

When you click on the "Set it & frorget it" tab at the left of the screen and then click the boot time defrag tab it should pop-up a job properties box, if not I'd suggest that you reinstall Diskeeper as there's something wrong. Try that and let me know what happens. :)
