    I got it for $140 and it is running perfectly at 3.8GHz with 1.4V Vcore 24/7 no issues. Cost was the whole reason as I was out of money at the point it came for the CPU and I was on a strict budget.

    You won't get that with a Quad and the 9700 for sure, but there are quite a few water cooling guys getting over 4Ghz with a good Q6600 and even more with the Q9550/Q9650.

    I have to agree that there was something wrong with a statement suggesting to run 3 at a time. Any way you look at it, hackers will hack anything and if you go to bad places online with no A/V then you deserve the pain no matter WHAT OS you are using.

    60 CFM or so will be more than sufficient for good cooling and sound. Noctua fans are one of my favorites.

    Any 120mm fan that is 25mm thick and is running 110CFM will sound like a hovercraft. They will be overly loud. They will also move a helluva lot of air too so there are tradeoffs that you might be OK with.

    I would absolutely NOT run a peltier off the motherboard. You will kill the motherboard. Pelts draw far too much current to do their job. The more you overvolt a pelt over 12V the better it will do as well. You need atleast 200W of power and 15V to really get benefits from them.

    Your Opinion of Silenx CPU Coolers

    I haven't had that one in for testing, but by looking at it I would say it would compare to the OCZ Vendetta cooler. That cooler performed OK at stock speeds in my testing, but it did not hold up well at all when overclocking. I would not recommend that cooler for overclocking, especially a Quad.
