Those guys are just using reverse terminology. Memory can be referred to as 5-2-2-2 or 2-2-2-5. Manufacturers list it either way, with the CAS value in the beginning or at the end. 5-2-2-2 means a CAS value of 2.
You're correct in that statement, BUT if you're overclocking your ram you have to loosen up the timings. So that, IF your ram needs an extra clock to perform an action it has the time to.
