power supply testing

I forget how you get a power supply to work. I plug it into the wall, and then flip the I O switch to the I, then plug in everything and push the power button. What am I missing or where am I going with this? Well here's where I'm going. On 8/26 I spent $140 on a PC power 750 silencer...
